One thing to be clear about: publishing time is not an algorithmic lever. The times above are US Eastern local time, which means EST in winter and EDT from March to November. Most conversion tables quietly ignore that, and it makes them wrong.

The trap: the US, the UK, and Australia do not change clocks together, and Australia changes in the opposite direction.
